this could be related to another permission...
cannot access main store admin page
store admin permission doesn't seem to do it,
but i did notice people saying that System > Admin permission gives dashboard access
(makes sense because it is under the /admin path)
Yep, that seems to have fixed it. Gave System Admin Page access to all store admins.
*** Might need to look into any dangerous access this provides, but I'm guessing it mostly just provides lots of silly dead end admin pages that fall under the admin menu.
